It sets the WebP compression level. Higher values keep more detail but produce larger files; lower values shrink the file further at the cost of some visual quality.
At the default and higher settings, no — the difference is invisible to the eye. Push the slider very low and you'll start to see compression artifacts, so it's worth comparing the preview before downloading.
